His commitment to the fire service began an interest in improving fire department communications - both internally and with the public through the use of state-of-the-art, web-based technologies.

Specializing in customized, dynamic, CMS public websites for the fire service, with secure, web-based intranets to improve internal communication within an agency, Todd has helped numerous local agencies, fire districts and state and county fire departments build web solutions since 1998.

As an active labor union representative, Todd has also developed local public outreach websites and web-based internal communication intranets for labor organizations.
